FreePBX to CUCM Error

I am getting an error when I call in through my FreePBX and then Trunking over to Cisco Call Manager 8.6
The error says This number is unallocated and keeps repeating its self then finally rings through to be answered.
This error is very strange as sometimes it will ring just fine then 10 secs later it will say This number is unallocated. I cant for the life of me figure out why its saying this and why it works a bunch of times then goes in to error at random times. Any help on finding this answer would be helpful.

Please capture Callmanager traces while replicating the issue:

Provide the calling and called number and timestamp, and the description of the symptoms for that particular call.
