Setup Windows OS managed VPN connection

I need to add connection info to a VPN client config in Window 8 by going to Connection Properties, in Networks, but I cannot click "View Connection Properties", instead only "Clear Save sign-in info" is available. Below is the instruction I was following, but I can't seem to find the Connection Properties window (it has 4 tabs: General, Options, Security, Networking)

click start and start typing "network connections" -- that should get you there. Other go to control panel and type "network connections" and you should see an option for "view network connections"
