attachments sent in outlook email cannot be opened by recipients

I am seeing some strange behavior for one of my users.  Send an email to a customer with an attachment (pdf, doc, xls) and recipient can't open it.  Another person from that department sends same email to problem recipient and works fine.  Have another user in that department also send it and it also works fine.  All users are on Office 2010 and using locally hosted Exchange 2010 mail system.

To date the user has seen a different machine and a couple of completely fresh images to get any settings back to our defacto load like the coworkers.  A week later it starts happening again.  We hard set the contact to plain text for the recipients who seem to have the problem most frequently.  This seemed to help but not all the time.  

The other thing that rattles me is these other department members do nothing special and just shoot out the message with the same attachment and no problems.

The only thing that has not changed is the users account on the Exchange server.  The idea of whacking that and recreating is a bit sketchy due to some of the fallout it could create with internal users cached addresses.  Not the end of the world I guess, just seems like the last resort.  I get the whole tnef thing going on but again why for others no issues and this user is just geefed.  Makes no sense.

Anyone out there see this behavior before?

Is this happening with any attachment (.PDF, .TXT, etc) or just some?
Any messages, especially about winmail.dat?
Perhaps you need to repair Outlook 2010.

Seems to be any attachment.  This user primarily sends word, excel and pdf.  On many occasions we see the winmail.dat received by the recipient.  Some cannot just simply be opened.

I hear you on the outlook repair but how does that explain the different machines and all multiple fresh images with default outlook settings all doing the same thing.

If winmail.dat is the problem, send your messages in Plain Text

been down that road.  also doesn't explain why other users can send message with attachment to the same recipient without making this change and everything is fine.

Do you know that the "others" are sending their messages as Plain Text?
they are not.  They are using default outlook values.  That is what is making this whole thing so puzzling.
