how can i allow a remote server in a different domain to accept my get-service command ?

Hello ,

i'm writing a script for restarting services on remote servers.

when i simply pass the following command, i receive an error.
command :
   > Get-Service  -ComputerName
Get-Service : Cannot open Service Control Manager on computer

If i try to open a session with credentials i receive a different error :
  > Enter-PSSession -ComputerName -Credential
 WinRM cannot complete the operation.

what am i doing wrong ?

how should i do this ?
