Deployment of OVF templates takes local CPU to 99%

Trying to deploy OVF template to ESXi 5.1, and it take the local machine CPU  with vsphere client  to 99% and the process is very slow.
but OVA files deployed fast and with no issues...
What could be the problem?

Correct, just ovf and one vmdk

a bit complicated:
It is a nested ESXi (VM) on another physical ESXi host
The physical ESXi has local RAID, part of it presented to VM ESXi as datastore

That is why, performance of the local disk, is the bottleneck.

and also Nested ESXi does not perform well.

Its much better if you deploy and nest soley on SSD.
