Cant access sharepoint website after which been restored

I'm trying to figure out how do I access a website from this url in the screenshot , it says the Current Number of sites is 1
but when I try to run the URL in IE , the page is not found.

That url is the web app root url. The one site collection shown in the content database might have a different url. This is unlikely, but is a possibility.

Go to the list of site collections to determine the url of the site collection.

The one you have referred in the question is actually the page that shows the database which holds your site.

First you need to identify the right URL of the site, which you can do from Central Admin. Once you identify the URL, then if you are unable to open the site, then you need to see what error you are receiving in Internet explorer like error code.

Please post the screenshot (full page) of the browser where you are putting the URL, after you identify the proper URL.
