Excel formula to check values in cells

I need a formula to put in cell C1 that accomplishes the following (in plain English):

Note: there are no negative values.

If the value in B1 is less than the value in A1, but B1 is not equal to zero, then set C1 to zero.  However, if B1 is equal to zero, set C1 to "Error".
If B1 is greater than A1, then divide B1 by A1 and put the result in C1.

What if B1 is the same as A1?
Also, if A1 is zero, dividing into B1 will need special consideration.

However, to start off the discussion...

Place this formula in cell [C1]:
=IF(B1=0,"Error",IF(B1<A1,0,B1/A1))
