You can't create accounts in a way they are more subject to tracking than other accounts, so just create different admin accounts in your domain. What kind of tracking do you have in mind? I suppose you want to use "auditing", which records any action performed by specific accounts?

Recommendation and best practices is not to give anyone the domains administrator password accept the top system admin. All others that need to do work should have two accounts.

1:  General account with standard user account permission. Nothing higher than the standard user.

2:  The other account is their admin account. You can copy the administrator account to create the IT teams individual admin accounts. This will give them the rights they need and you can see what things they access, create, and change.
