Yes. iDrac is dells version of remote access cards. similar to HPs ilo. what version drac do you want to configure? initial config can be done by pressing a key during boot up and basic info can be filled in (network, subnet, etc) default login pasted below:

DRAC Default:
Username = root
Password = calvin
IP Address = 192.168.0.120

Configuring the iDRAC on dell servers is different from one server model to another server model and yes its similar to HP iLO configuration. In the server terminology configuring iLO or iDRAC is called service console. Please verify the link http://www.dell.com/support/article/us/en/19/SLN114824/EN to configure iDRAC on dell severs.

As park mentioned it can be configured during Carl-B or E....
The other option is o configure it from openmanage server management interface in the OS.

There are two types of idrac one that shares the connection with the network, or an enterprise, dedicated that has its own network connection.

One more check, can I remotely shutdown or turn on the machine through iDRAC

Yes.  You would need to setup an account within idrac to gave access and you would need an ipmi compliant tool, or get the idrac utility for the OS.

The utility is graphical that will display remotely as though you are in front of the system
