It sounds like you're not looking for Safe mode in the correct location. On the menu where you see Airplane mode, press and HOLD the Power Off menu choice until the 'safe mode?' dialog appears.<br />

When you see the logo, hold down the "Volume Down" button until you phone fully boots.  It should say "safe mode" in the bottom left.
