Password protected printing in domain environment

In order to keep a check on printing of confidential documents, we want to password protect the print option in Windows 7, Windows 8 PCs.  After issuing print command print should prompt from a username and password. There are already softwares available for this. But they don't satisfy all my requirements.
 I want to develop my own software in .net, Kindly suggest me where to start from.

If you want to protect your printer to print job from another use. Why not buy some commercial application its just nearby 20 to 25$ only in case of if you want to develop application it will be takes long time and other problems also.
If you really want to develop then start in ..NET today just in your first step makes first all requirement chart as own or makes SRS document first. If you have all details to require easily do work fast and complete on time

But we need to implement this solution on hundreds or (maybe thousands if successful) of computers. It will be cost effective to develop our own software. Moreover all the application available in market don't offer all the reporting options.

use ADRMS to restrict printing of specific shares or documents containing the words 'Confidential'  or other rules for specific user groups
