Server stuck in DC promo.

I'm trying to promote a Windows 2012 R2 server to a domain controller. The server seems to be stuck replicating to a server. The error I'm receiving in the logs is "Unable to connect to server <server.domain>, Error 1722: The RPC server is unavailable." I'm unable to cancel the promotion process. Any help on this issue would be great.

This is 99% of the time a DNS issue or Firewall block.  

From the 1722, I'm assuming your "Other" DC is blocking via windows firewall.  Try writing a rule which implicitly accepts back and forth communication between the two hosts.
