ActiveSync Managing multiple devices Exchange 2013

We allow certain users access to OWA and ActiveSync.  Once we add one mobile device to their account, some are going home and connecting multiple devices to it.   I would like to prevent users from doing this and make them have to contact the IT department.  Does anyone have any ideas?

That did the trick, of course I wasn't expecting to get a bunch of emails and all of them to quarantine.  I should have though.  I do have one device that will not allow me to approve it, it keeps getting quarantined.  Any ideas?  It is an iPhone 4s (Model is iPhone 4C1) and the ios version is 8.1.2 12B440
