cisco 1900 configuration

trying to configure cisco 1900 via web interface.  any help would be appreciated.

In what place you're stuck?
If http access is not enabled, first you need to create user level 15, enable local authentication and enable http server, and you need to do that via CLI. Then you should be able to access router via web (CCP Express), or CCP.

stuck at creating user level 15.  and let me follow the instruction on the link you posted and go from there...
create user with username Joe with encrypted password Smith

# username Joe privilege 15 secret Smith
