How to restrict a normal user in Office 365 SharePoint 2013 to add an app, or delete an existing app in 'Site Contents'? thanks

If the normal user has contribute (read/write of content) or read only then they will not have this permissions. This is the equivalent of them either being in the members group or the visitors group.
If they are not in any group then you can just set their permissions accordingly.
Site settings - site permissions - locate the user - edit permissions. Make sure they don't have design or edit or full control
