Go to Settings - General - Spotlight search and make sure Contacts is selected. It should show as green.

It is working fine for me. iPhone 4s IOS 9 as of yesterday.

Turn your phone all the way OFF. Hold the top power button until you get the swipe to power off. Wait 30 seconds for it to power right off. Wait another 10 seconds and press the power bar to start up.

Does that help?

I pulled IOS 9 into iTunes and updated two phone by USB cable. I know I got a good update.

My search is working fine. You might wish to go the Apple store. I do not know if you can reinstall IOS 9, but I am not sure how else you could fix Search.
