Firefox creates garbage/unwanted folders in favorites

Hi - we have a Windows 7 PC using Firefox as its main browser. We noticed on this machine that for some reason Firefox has created about 1000 folders (as seen in attached pic below), and we dont know where its coming from, or how to get rid of them once and for all. What I have done is deleted all of the folders, and its good for a day, and then the next day, theyre all back again. After they came back, i read something about this Firefox Sync, where you can turn off the sync between the browser on one machine to another. I was thinking that maybe the browser is syncing with FF on another computer and bringing all of these folders back in again. Also, when he opens FF, it uses a tremendous amount of CPU, and we believe it has something to do with this. If anyone has any ideas on this, it would be greatly appreciated.

Did you run a AV scan to check for viruses, malwares and adwares ?

Yes, and it comes up clean.

Try removing any add-ons, plug-ins or extensions that you might have added to firefox.
Clean history, cookies etc
reinstall firefox and check if the issue persists.
