How to cancel all setting of parent webconfig

I have child web  ASP.NET application Dealers   which resides  in the root application WEB site folder named  Infocenter
Anyone should be able to access  child  Dealers application , while Infocenter Application has different settings in web config
I

But when I try  to login  child application  I  have an error

Parser Error Message: Could not load file or assembly 'Elmah' or one of its dependencies. The system cannot find the file specified. (D:\SITES\Info\web.config line 227)

Source Error:
Line 225:    </httpHandlers>
Line 226:    <httpModules>
Line 227:      <add name="ErrorLog" type="Elmah.ErrorLogModule, Elmah"/>
Line 228:      <add name="ErrorMail" type="Elmah.ErrorMailModule, Elmah"/>
Line 229:      <add name="ErrorFilter" type="Elmah.ErrorFilterModule, Elmah"/>

Since I have "empty" web.config  I assume that root  web.config causing me problems
How I can cancel all settings of root web config specifically for my application

add <clear/> to the sections you want to clear
i.e
<providers> <clear/></providers>
<httpHandlers><clear/></httpHandlers>
<httpModules><clear/></httpModules>

I have it right now:
 No http handler was found for request type 'GET'

Instead  add clear I use remove tag to remove "offending" Handlers Modules
 <remove verb="POST,GET,HEAD" path="elmah.axd" />
 <remove name="ErrorLog" />
     <remove name="ErrorMail" />
     <remove name="ErrorFilter" /
It works fine.
