Incremental backup if what?
Rsybc compares what is on the source to the destination and only transfers to the destination what is missing from the source.

can you explain me through syntax or command

Explain?
Here is a web based view with the manual pages and descriptions.

I am uncertain what it is you want explained.  When you run the sync first, it will be full sync unless you prestaged (backed up the existing) and restored on the destination. at which point rsync will only update what has changed.

Please see https://rsync.samba.org/documentation.html
if you have any questions on .....

If you're talking about making multiple incremental backups, then you might want to look into rsnapshot. http://rsnapshot.org/.  rsnyc is really only for making a single backup.
