HOW TO STOP CHROME FROM CLOSING ALL OPEN TABS

This a Windows 7 machine, fully patched with Office 2013. When the user click to close only one open tab in Google Chrome all other tabs closes as well. I have cleaned the PC of all malware  and a full scan with Norton shows no infection. I have also removed CCleaner, stopped and disabled Windows Defender service. I have run a Windows file system check but didn't find any error. If Internet Explorer (11) is used the user does not report that problem. Could any of you please give me some light on how to fix this issueis ?

I've never before seen such an issue,

I suggest you try to RESET Chrome to it's basic settings and see if that helps,
If not, I'd try reinstalling it.
Sounds like the user has answered never ask again to the close all tabs question,  assuming this is happening when closing browser or selecting in the right click menu to close all tabs.  If not,  I think David's suggestion above to reset chrome is the best.  I might even uninstall it.

Chrome was reset to basic settings and then was removed and reinstalled, the issue has not being resolved yet. Any other recommendation is really appreciated.
