Split 1 value in a column INTO 2 rows based on Decription

I want to split 1 value in a column based on Description in SQL query and makes it 2 rows.

It only split if the Description column is 70/30 Split.

Do you need a unique primary key column?
Otherwise you have to create a temp table to populate with the split-records, remove the split records from the original table, and then insert two recorde per temp-table record in the original table. i will try to find an example
