Issues With MS Volume LIcesning

We've had many rounds of re-imaging PCs since we last purchased Office volume licenses; due to this, we're nearly out of MAK keys. We officially own enough licenses to install on all our PCs; however, according to the site, we only have about 20 licenses left.

What should I do? As I understand it, there's no "deactivate" feature similar to what's in Adobe products. Am I doomed to have to call their automated phone line each time I re-image after running completely out of keys?

You should be able to call Microsoft and get additional activations (not one off).  VL grants re-imaging rights.  It's possible for a company to buy ONE VL copy and then deploy the VL version to 1000+ machines PROVIDED those machines all came with a Pro version and the VL version is also pro of a version greater than or equal to what the machine came with.
