Configure Extra Settings doesn't show up in Drupal

I have a clean install of Drupal 7.
I'm creating a view in Drupal 7 and when I select a field for a filter I expect a screen which allows me to select "Dropdown" or "Autocomplete" but it doesn't appear.

What type of field are you using? The options for your filter are dependent on the field that you are using. Only certain types of fields give you those options.

The field is a Text field

A field that references a list such as a taxonomy field would give you these options, but a text field only accepts direct text input, even as a views filter.

So I can't create a dropdown filter list without creating taxonomy terms?
