How do I load a previously saved Template in Outlook 2013

Many more Microsoft improvements and suicide could be a viable alternative.  

I built a template in Outlook 2013.  Saved it as a template (*.oft) file, but I cannot for the life of me, figure out how to open it. I know its there (I dropped to DOS and dir *.oft /s/p found the file).  
Outlook Help was, as usual, no help.  Help says click File then New.  There is no NEW option when I click file.  Assuming they meant File and New Message still nothing to indicate where my template is.  Created another template and this time created a folder in which to save the template.  Still nothing.  No file, no folder, NADA.  Help!

Hi Bill Golden,
Here is how you get to it:
Click New Items> More Items> Choose Form
Navigate to User templates in File system
If you saved your template in the default location, here it is.

For my templates that I use often, I save them to the desktop in a special folder

Let me know if that does the trick

Thank you very much. I was making the mistake of trying to access the template from inside Outlook which seems difficult, but obviously unnecessary!
