IIS Site Down - IIS 8

What is the best place to start troubleshooting? Does anyone have a process to find root cause and resolve the issue?

What is the error you get?

Do you have all required services started?

Yes, all service have been restarted.  Here is the sequence of events:

website entries were stopped, tried restarting, www pub service was stopped, it was not running in services, we applied some changes that needed to be made on the site for both app pools, but no changes were applied today to indicate the cause of the outage.  What caused the service to stop?  Is there a way to set up any alert to notify us once it goes down?  And is there any way to prevent it?
