File with this name just showed up in my C:\Temp folder with Owner being Administrators. What is it?

If you mean what does it contain - its a JSON formatted file that's been compacted with Gz and from the name I would guess that something is collecting file system data about [Machine name]. If you can unpack it and open it (JSON is text based) you will have a better idea of what is/has been monitored.

If your asking is it 'legit' then in your shoes I would be running malwarebytes and removing it unless I was currently involved in (or installing) a file stream monitoring project using JSON containers

As to the broader context - the world and her dog are using JSON so it really could come from any recent app or script you've executed
