When searching for an existing email in the GAL, it doesn't show up for certain users

Exchange/Outlook 2010, domain environment.
To reproduce:
Outlook -> New Email -> Click on "To..." -> Type in the email name you're searching for.
It shows up for certain users and doesn't for others.

next step repeat the above steps in OWA and confirm the user in question is not there?

then go to oulook 2010, change from cached mode to online mode. and repeat the steps?

this is to confirm, is your Offline Address Book generation got wrong rather the system. (if you both above do not show the users then you got a bigger issues)
