2012 DC not replicating

We have 3 DC's.  2 2008 R2 and 1 2012 R2 which is a Hyper-v VM.  We found out today that files in the Sysvol folder are not replicating from or to the 2012 DC.  
I put text files in the folders of all three servers.  The 2 2008 servers replicated almost immediately.  The 2012 never did.
I did a manual replication and it didn't help.
We ran repadmin /showrepl and it shows replicating from the 2012 server to the 2008 was fine.  It also shows replicating from the 2008 to the 2012 was fine.

Where do I being to find the problem?

But first check TIME on all domain controllers - if it's more than 5 minutes apart, DC won't replicate.
Check DNS if DC's are pointing to each other's DNS, not to any other DNS server, particulary not to external ones.
On 2012R2 you can also add DFS Management Tools under Server Features and use that tool to create diagnostic report. But this tool won't manage SYSVOL replication, as it is managed using different replication mechanism.
Specifically for SYSVOL here's nice troubleshooting guide: http://windowsitpro.com/windows-server-2012/fixing-broken-sysvol-replication . After you find the cause, and if it's not trivial, like time out of sync, you will most probably need to perform authoritative resync - this means, manually set which SYSVOL replica is stale, so DFSR mechanism will not hold it back out of sync.
