How to handle bounce and complain mail for SMTP server

I am trying to setup a public SMTP server. I would like to understand how would I handle the bounce and complain mail for SMTP server? What is the generic mechanism?

If your question is as basic as it sounds, you will have a GREAT DEAL of difficulty keeping your PUBLIC SMTP (mail) server off of the black lists (you will be discovered rather quickly and abused rather savagely by spammers).

Google, Yahoo, Hotmail, and the other "public" mail servers spend a significant part of their budget (more than 50%) working on SPAM & ABUSE related issues.

So if I can then assume your question isn't quite that basic, perhaps you could provide more details. Starting with which email server you propose to use (Postfix, QMail, Exim, SendMail, Exchange?)
