exchange 2013 database wont mount

We have 2 2008 R2 dcs and added 2 2012R2 dcs but left all of the roles on the 2008 dcs.
We started having issues with exchange not moutning the dbs so we demoted the 2 - 2012 dcs and now the exch dbs wont mount at all..
I keep getting the following error when mounting it...

what's the message?  what else is in the application log?
promoting new domain controllers shouldn't have anything to do with that

I know...
There was an issue with Veeam also with the exchange server so I think it may have done something to the dbs..
When I try to run eseutil /mh I keep getting failed with jet error 1811

error 1811 is file not found
are you specifying the path correctly with eseutil?

The dbs is in a dirty shutdown state so what is the command I need to run to clean it..

I see this in powershell the dirty shutdown so what do I need to run from there or do I run it from dos promt?

issue was cause by veeam backup and snapshots
