Excel 2010 Vlookup Tilde

Is there some way to make vlookup work with a tilde character in the string? I'm not able to get that to work.

I have a VBA function that does just about the same thing as vlookup and it works.

Change the tilde in column G to a double tilde and it works.

Change D5 to =IFERROR(VLOOKUP(SUBSTITUTE(D5,"~","~~"),Fish,1,FALSE),"Missing!") and copy down.
