How Do You Download a Nuget Package File to the Local C: Drive?

How do you download a nuget package from the web to a local C: drive?  I need to download a NuGet package file to my local C: drive with the nuget package file extension.

In Visual Studio, you can either right click the project and Manage NuGet Packages... Which will give you the nuget window from which you can search and download packages. Alternatively you can start the Package Manager Console, and use the Install Package command given in the library's nuget page  Starting the package manager

Install the nuget command line utility:
This allows you to use nuget outside visual studio.
