It is not recommended to use Enforced with GPO's. If the GPO's are designed properly you will never need Enforced. We just use Enforced for testing purpose on our customers.

Simply when we want to override block inheritence GPOs, we use enforce option.
When enforced gpo exist, it always apply on all of the bellowed OUs no matter if any OU have block inheritence option enable

If one person is in charge of group policies, there is rarely if ever a reason to use enforced. That person would have other tools to prevent inheritance or to rework the structure where enforced is simply not necessary.

Enforcing policies is most useful in large organizations where delegation is used. If a finance department has their own small IT helpdesk and that person has been delegated permissions to a finance OU, then the larger organization may want to enforce a policy that the finance IT person cannot override. Thus the naming "enforced."  It allows delegation of control while still maintaining organization-wide structure.
