iOS 9 update hangs on iPad

On my iPhone, this update went normally, but on my iPad, it hung at the "Updating iCloud settings" portion of the setup.  It stays on that screen until it turns off, and then resumes (without ever finishing) when I turn it on.  

On my iPhone, there is a new software update, 9.01, which addresses this problem, but how do I get past the hung screen to get to the point when I can install 9.01 on the iPad?

Couple of things to check

1. make sure you have enough storage space left on your ipad the update was large

2. update must be done using wifi not data plan

3. update your device should be plugged in to your adapter for power

I put it on the charger -- Updating iCloud settings again.  There is plenty of storage space left on this iPad, so I don't think that is an issue.  

How could I make it use WiFi instead of data plan?

Before you start the update

Go to settings
Turn on wi-fi

You never used wifi on the iPad?

All Apple updates work better when on wifi
But the iOS update must run on wifi

I went through this exact same problem.  To solve this here is what I did:

I turned off the device.
I went to a computer, Apple's website, and reset my iCloud password.
I started my device.  During setup when it asked for my iCloud ID I entered it with the new password.  After a few seconds of thinking it finally passed setup.

I have now gone through 3 cycles on the charger -- Enter PIN, "Updating iCloud settings" until the iPad turns off, repeat.  Is there anything I can do to abort this setup?

It has been using WiFi since I got it.  I can't get at Settings now in any case.  I will try the Apple Website method, and see if that works.

I updated to 9.0 and then 9.0.1 via iTunes and USB connection to iTunes. Can you do that?

Sorry for the delay.  I had cataract surgery and couldn't do much on the computer for a while.  I finally called Apple support and was walked through a complex process involving iTunes on the computer while the iPad was plugged in to the computer.  So John had the right idea.
