I wear a lot of hats...

"The solutions and answers provided on Experts Exchange have been extremely helpful to me over the last few years. I wear a lot of hats - Developer, Database Administrator, Help Desk, etc., so I know a lot of things but not a lot about one thing. Experts Exchange gives me answers from people who do know a lot about one thing, in a easy to use platform." -Todd S.

It would, I think, be difficult to see just who modified a package while it was outside the database unless you are using something like TFS to control access to it.
However, you can see who deployed it. In an SSMS query window set the database to SSISDB and try this:
 select * from catalog.projects

and you should get a list of the various objects and who deployed them

You can also use
 select * from catalog.object_versions

to get the list of deployments, which may be of more use to you in this case.
