Galaxy s4 pictures

My phone got back from repair with nothing on it.

I have all my pictures on google photo, how do I copy everything to the device (SD card) without connecting it to a computer ?

simply add your gmail account to your device and sync it. All data will be auto transferred.

I think I did that but it syncs only one way with the photos from the device to google photos

It's true what you found out, the Google Photos app goes one way, designed in this particular way to keep everything online.
But Google Photos is officially part of Google Drive. Therefore, install Google Drive, then open Google Photos from the left swipe menu. Select some or all pics, then download (ends up in default Download folder, but you can move it around after it's finished downloading)
