Any ideas how to repair I've no experience of fixing macs but laptops yes, like reseating me or etc

First guess is a bad hard drive.  It's pretty easy to replace, just remove the battery, the metal, L shaped bracket behind it and then pull the hard drive tab to get it to come out.  You can test that it is the problem by seeing if you can boot the machine from another drive or DVD.

If it is the Hdd his do you load the op sys on a new Hdd

With no experience, parts and an old Macbook, a used Mac may be the best choice.
Providing a model number would help - Mac model numbers are a mess. There is an Axxx number on the bottom. If it starts "About This Mac" under Apple Menu.
http://everymac.com provides specs for all macs.
http://ifixit.com provides howtos on repair and part replacement.
Google "white screen startup site:macworld.com" this lists links only on the MacWorld Site.
If you know someone with a Mac, starting with "T" key down starts in Target Mode and the hard drive can be diagnosed and repaired from a second Mac with a Firewire cable.
Start in Safe Mode with SHIFT key down at startup is the first test to run - Google "Safe Mode"
Start in Single User Mode with COMMAND + S keys down at startup to help diagnose.
OR Verbose Mode with COMMAND + V
