what I need is for the order rearranged by the values in columns 1 - 14  (14 digits to be exact)

Do you have an estimate for the max length/size of the files? Usually this is done in memory, so I want to make sure there's not memory overload happening.
You also add confusion by NOT having the lines in the before and after files be the same, which you said was a requirement?

No editing needs to take place of the line items...
just their order needs to be in ascending based on the first 14 digits of the file

Why not just use the Windows SORT command, something like:

sort in.txt /o out.txt
