How do I take a photo 350 pixels x 350 pixels JPEG 10KB max 1MB

This is the requirements for photos to be emailed with our Visa for India.
We use Picasa to download photos
Using Panasonic DMC-FZ 38 a normal photo is 4000 x 3000 pixels

How do I adjust this to the required size?

Assuming you are using Windows, you can use Image Resizer:  http://windows.microsoft.com/en-us/windows-xp/help/digitalphotography/resize-digital-pictures

Open the folder that contains the pictures you want to resize.

In Thumbnail view, right-click the \ picture you want to resize, and then click Resize Pictures.

In the Resize Pictures dialog box, click on the advanced tab which will allow you to set the new image size.

Or, if want something more powerful and featured, grab The Gimp. This is a free photo editing suite, which does most of what Photoshop can. It will let you adjust contrast, brightness and white balance, as well as offering different JPEG compression rates, to optimise quality.   It is what I would use for this.
