sync two domain controller in different networks

Hi Experts,

I have to build up a new network and move the old network to our new network and firewall.
The old network is secured with an old ISA2006 firewall.
The new network is connected to my FORTIGATE.

Is it possible to create a VPN tunnel between both ?
Because the main DC is in the old network and the 2nd DC is in the new network. They have to sync before we switch over to the new network.

Yes, it is possible.

Create VPN using ISA and fortigate (PPTP could do the trick but is unsecure).
Once you have created your VPN, ensure you have all ports required open: https://technet.microsoft.com/en-us/library/dd772723(v=ws.10).aspx
Then, create subnets and sites, according to your configuration: http://blogs.technet.com/b/canitpro/archive/2015/03/04/step-by-step-setting-up-active-directory-sites-subnets-amp-site-links.aspx
Promote to DC your new domain controller or create trust between both DC.
Move as required (roles, users, whatever).
Undo all when finish.

the tunnel is not up
alsways this error on my Fortigate

vpn_tunnel="to_ISA2006" status=negotiate_error error_reason=peer notification peer_notif=INVALID-ID-INFORMATION
