Is there a way to make a new record in a datasheet form appear at the top?

No, not really.

 You can however use two subforms; one limited to a new record, the other which displays the records in descending sequence and does not show the new total row.

 Another approach is a main form/sub form (or if a newer version, use of a splitter form/bar); main form shows the fields for the current record, subform shows the current records in descending sequence and does not show the new record row.
