SHLib.exe not in startup, where is it?

RPCSR used Ask the Experts™
on
Your resolution states to disable SHLib.exe in the Startup but it is not there. So what does one do when the file is not in the startup but when the system starts up, the error SHLib.exe has stopped working. A problem caused the program to stop working correctly. Close the program.

How does one prevent this? What program causes this to occur?

Sometimes, it's being started from somewhere else (a batch file for instance).
To reveal ALL things that can start during boot up, use this MS Technet tool:
Autoruns: https://technet.microsoft.com/en-us/sysinternals/bb963902.aspx
Go through all the lines, see if you can find it.
Also, if you are in a domain, check if it's not being loaded through the GPO
