Cisco ASA 5505 Enabling port 2727 UDP over VPN on multiple vlans?

As above.  I have 2x sites that i need this configured.

HQ and Remote site, along with remote computers.  Currently our shoretel softphones are not working when connected over remote or remote site back to HQ.  The softphones lose connection to sip trunk and cannot make/receive calls.

My managed company have confirmed port 2727 is open.  They cannot see the port being blocked.

Also the remote site and remote computers (if manually moved to a different shoretel switch) pickup the line. Downside to this is that when they discount from vpn or shut PC down the softphone connected to the incorrect switch again.  I've been told by comms co that its not possible to force a switch as a master.  Is this correct?

block all incoming traffic from port 2727 except incoming traffic from SIP

wasnt the fix, but the fwal not allowing outbound traffic to a remote subnet.
