Read XML File

is it better to insert xml file into xml field table then read the values using SP
 read it from Desktop app then insert the values into  SQL server?

You might want to give a look at the official presentation of XML fields, that discusses the pros and cons.
If you do it inside SQL server it will take precious resources to parse the XML and then manipulate it, which can impact the overall SQL server performance. XML data is implemented as a CLR data type, which will take CPU and memory resources.

If you do it in an app that runs on a different machine the XML manipulating will not affect at all the SQL server where you will only run standard INSERT/UPDATE/DELETE statements after you parsed the XML data.
