How to send mass company email with only 1 copy pdf attachment

Hi Experts,
Not sure if this is possible but thought I heard or read something a while back but can't find it now.

I want to send a company wide email to all employees with our monthly newsletter attached. So company is 1000 users give or take.
Instead of having 1000 users, each getting that email with the PDF attachment (1-2 mb in size), is there a way to send the email and not have the 1000 attachments in all mailboxes but only 1 copy or so on the mail server and each user receives the email and clicks a link to open the attachment or something like that.

Just would like to avoid redundancy on these newsletters and thought there was some way to do it, so one attachment was on the mail server not 1000....

Hello,

can you create file share on server, copy that .pdf and then send a link to all users via email?
Then they can access it when thy want, and you will save bunch of space :)

Do you have a company web site or an internal site? If so upload the file to the site and send the link to all the staff.

OK thanks folks,
and to answer the other experts who commented. The user base is varied. So some users in brick and mortar offices, some out on road so not everyone has access to internal resources ( network shares / sharepoint 'internal' / filelink shares /etc.. )
We currently do not have an intranet setup yet, but that would be my next step for the most part to have it shared and folks on road when vpn is established will have access to it. But everyone has email ( tablets / cell phones / laptops ) so the email + attachment is the easiest way to distribute to this mixed base.  The only other thing I was thinking of was potentially creating a public folder and organizing monthly newsletters in there, so folks out on road can use their mobile devices but thought I read that iPhones are unable to get Exchange Public folders so I hadn't followed through with that....
