No, is this a domain joined server or not?

This is the first domain controller in a new domain.

You need to edit the default GPO in place on the domain by launching Group Policy Management Editor, Computer Configuration –> Policies –> Windows Settings –> Security Settings –> Account Policies –> Password Policy. Disable it in there.

I must add thought, password complexity is a good thing I would think twice about removing it

Yep!   Did that on a clients site, at their insistence.  A week later their server had nothing on it but child porn and stolen credit card numbers. Really bad idea.
