Network Issues

So I have a weird problem I have an existing network that is functioning fine. I just bought a new phone system and we are trying to network it for Voicemail to email feature. I am trying to assign the IP address 192.168.0.40 to the phone system. When I ping the IP address (without the phone system attached) from the server or run an ip scanner .40 is coming up with no device, so I know it’s not in use. When I plug the phone system into the network I can pin the .40 and get two replies then it says “Destination Host unreachable”. I have created a mini network with just the phone system and my laptop and I can ping the .40 and get replies all day but as soon as I plug into the existing network, again two replies then failures.  I have removed my firewall from the network to full that out, I have also logged into my managed switch and changed the port from 1 gb to 100mbps and still no change. Any idea’s?

This behavior can occur when you have a duplicate IP-address.
Could you please try to change the 192.168.0.40 to another free IP-address.

I did change the ip to another and still had the same issue. I have isolated the issue to a managed switch. I found a work around and seem to be working. I will need to go through the switch or call the vendor to find what was blocking the traffic.
