is this through your home computer or work?
If work - then perhaps you need to configure proxy server in eclipse.

You mean from a separate browser on the machine? Or from within Eclipse (it has an internal browser)?

I'll assume that you mean from a separate browser. In that case, is it possible that normally you connect via a proxy server? If so, you probably need to explicitly configure Eclipse to also use that proxy server.
