Advice to build a web based app

I need something easy to learn and administer.
I basically want a web front end that has forms that go to a sql server.
at first I just want it it to display queries for users or let them design their own queries.
I have access to iis 7, sql, access 2013
i'd like for it to have a url to start the interface and allow users to just view and organize the information.
manipulating data is not needed for users at this time.
all data will be input on the backend.

recommendation please.
At first, this application will be used for querying inventory.  I want to build it myself.

First of all drop access, especially if you have SQL.  

Secondly you should also use a web authoring tool (Visual Studio?) to design your html front end.  

It's easier to put buttons on the page and have them post back to the server, where you can run your queries against the database and display the  results.
