SSO for RDS

I am working to build out a VDI environment that will use VMWare View and a couple RDSH servers. I got everything working for my first server but ran into a few problems. I see that there's resolution for these but I'm not able to follow the instructions as the GroupPolicy items do not exist in my domain controllers. I am running functional level win 2008. I'm guessing I might need to upgrade to 2012 r2 to get these but not sure if there's another way?

step 3 on this doc, I do not have this ADMX pieces I think. It may be something to do with my functional level?

Are you telling that you can't find any GPO or specific settings to RDS in GPO?

If You are looking for specific RDS settings in GPO which might be available on 2012 R2 version of GPO, you have workaround

Instead of adding 2012 R2 DC in domain and doing upgrade etc., you can simply add 2012 R2 member server / win 8.1 pro machine in domain as member, install RSAT for group policy (group policy management console) from add remove programs and lets manage your GPO from there, you will get all latest available settings and it will get applied as well.
